Web Hosting in China: What You Need to Know
China is the world's second-largest cloud market, and also the most heavily regulated one to host in. Any website served publicly from a mainland server needs an ICP filing (ICPε€ζ‘), which individuals can obtain for non-commercial sites but which effectively requires a registered Chinese entity for foreign companies, and providers are required to take unfiled sites offline. That single requirement, rather than price or performance, is what decides where most China-facing sites actually run.
Alibaba Cloud, founded in Hangzhou in 2009, leads the market, followed by Huawei Cloud and Tencent Cloud in Shenzhen, China Telecom's eSurfing Cloud, Baidu AI Cloud, JD Cloud and ByteDance's Volcengine. Independent providers include UCloud, QingCloud, Kingsoft Cloud and Qiniu Cloud, while West.cn and Xinnet serve the registrar-plus-hosting market and VNET Group, Sinnet and ZZIDC operate data centres. The global hyperscalers run mainland regions only through licensed local operators: Sinnet runs AWS Beijing and VNET runs Azure China, on separate consoles from their international counterparts.
The Personal Information Protection Law, in force since November 2021, works alongside the Cybersecurity Law and the Data Security Law to govern consent, cross-border transfers and localisation duties. For companies that cannot obtain an ICP filing, Hong Kong is the standard alternative: no filing is required and mainland latency is far better than hosting from the US or Europe. Do I need an ICP licence to host a website in China?
Yes, and it is the single biggest constraint on hosting in mainland China. Any site served publicly from a mainland server needs an ICP filing (ICPε€ζ‘), for which Chinese individuals can file with personal identification for non-commercial sites, while companies file through a registered Chinese entity, and commercial sites that sell directly need the stronger commercial ICP licence. Hosting providers are obliged to take unfiled sites offline, so the paperwork is not optional. Sites that cannot obtain a filing normally host in Hong Kong instead, where no filing is required.

Can I use AWS or Azure in mainland China?
Yes, but through separate, locally operated entities rather than the global accounts. The AWS China (Beijing) Region is operated by Sinnet and the Ningxia region by NWCD, and Azure China is operated by VNET (formerly 21Vianet). You contract with the local operator, use a separate console and separate credentials, and the regions are not connected to the global ones. Existing global accounts do not carry over.
Should I host in mainland China or Hong Kong?
It depends on whether you can get an ICP filing. Mainland hosting gives the best performance for mainland users because traffic avoids the cross-border filtering that makes overseas sites slow and inconsistent, but it requires a Chinese entity and a filing. Hong Kong needs no filing and still delivers far better mainland latency than US or European hosting, which is why it is the usual choice for foreign companies serving China.
What data-protection rules apply to hosting in China?
The Personal Information Protection Law (PIPL), in force since November 2021, is China's main privacy statute, and it sits alongside the Cybersecurity Law and the Data Security Law. Together they impose consent requirements, security-assessment obligations before certain cross-border data transfers, and localisation duties for operators of critical information infrastructure. Keeping Chinese personal data on mainland infrastructure avoids PIPL's cross-border transfer assessments, the most demanding part of the regime for a site hosted abroad.
